Raised by his parents, Hans Bohlen (a building contractor) and Edith Bohlen, along with his younger brother Uwe, Dieter grew up in East Frisia and later moved to Eversten. He joined the Socialist German Workers Youth and the German Communist Party and attended the Wirtschaftsgymnasium der Berufsbildenden Schulen in Oldenburg-Haarentor. After earning his Abitur, he pursued business administration at Georg-August-Universität Göttingen at his parents' request, graduating in 1978.

He formed the musical duo Monza with Holger Garbode, but their singles were not successful. In 1980, he joined the record label Hansa and released solo singles under the pseudonym Steve Benson, though they did not achieve significant success. Dieter then joined the band Sunday and gained recognition through their single 'Halé, hey Louise.' His songwriting skills were further showcased with 'Mit 17,' performed by Bernd Clüver, which placed third in the German pre-selection for Eurovision Song Contest.
