As Gene Michael became General Manager in 1990, Cashman was promoted to Assistant Farm Director and later Major League Administrator. By 1992, he had risen to the position of Assistant General Manager.

Cashman was named Senior Vice-President and General Manager in February 1998, replacing Bob Watson.
